В отрицательном и вопросительном предложении употребляется "any". Перед существительными никаких артиклей быть не может.

Перевод:
any — сколько-нибудь;
not any — нисколько;
no — нет, нисколько.

 

Например:

Have you got any money?
У тебя есть деньги?

 

"no" имеет значение никакой, а "any" — любой.

 

Когда нужно подчеркнуть отсутствие или присутствие чего-либо, предложение начинается с "there is / there are, затем идет существительное и обстоятельство места.

Например:

There is a chair at the table.
У стола стоит стул.

 

Если же вы хотите задать вопрос, вам нужно поставить на первое место глагол "to be".

Например:

How many books are there in your library?
Сколько книг в твоей библиотеке?

 

Отрицательная форма возможна при использовании "no" или not" и местоимения "any".

Например:

There is no note for you.
Тебе нет никакой записки.
